This program is designed to establish a tiered system to prioritize reentry onto a parish/county after a disaster or emergency. Through this system, officials in charge of keeping the disaster and emergency areas secure would have an efficient way of identifying individuals who are authorized to re-enter these areas in order to reestablish core public services and safety systems. Need to communicate with administrators at any time? No Problem. Our system gives the ability to mass email the company administrators at any time and the ability to obtain additional information about the business resources in their parish from the system.


How it Works

Companies are reviewed and authorized through a simple 4-step system. You can click on each step for more information. Our system goes beyond simple and efficient registration. Here's more on what we can do:
    • Enables government administrators to send mass email messages to registered users regarding impending disaster reediness or status of the reentry system.

    • Allows law enforcement to confirm entrants through the database.

    • Intergovernment integration where law enforcement of participating parishes, counties, cities, and towns can check entrants of both their area and cooperating areas.

    • Automatically sends electronically generated placards to the company administrator for distribution when the government administrator declares a impending disaster.

    • Placards are designed for quick and easy identification of tier level. The color-coding on the placard allows enforcement officials to grant access according their tier level. Each placard will have the important information for the individual entrant displayed clearly.

Companies under the local government's authority may submit an application to be considered for emergency re-entry into the area. Companies submitting requests to re-enter should be essential to the reconstruction and disaster assistance of the community.
The applications are immediately made available to government administrators who may either approve or deny the request.
Upon approval, the company is prompted to recruit and submit applications for essential personnel who will be needed to run the minimum viable operations of the company in question.
The government administrator completes the registration process by approving or denying the entrant applications and assigning each entrant a tier level based on the roles they and their company serve.
Admitted Personnel:

Immediate and unrestricted access will be granted to search and rescue agents, including agents from parish/county and municipal fire-rescue departments, state, local, and federal law enforcement, fire/EMS, military, and emergency response agencies in support of efforts in the affected area.

Verification Requirements:

  • Visual inspection of the person's vehicle placard.
  • AS NEEDED: Visual inspection of at least two IDs, one of which must have a photo.
  • OPTIONAL: Visual inspection of the person's Letter of Access or inspection of the person's record in the issuing registration system.

Admitted Personnel:

  • Infrastructure and utilities repair personnel: these agencies must be permitted immediate access to ensure that essential services such as water, lighting, and communications are restored and infrastructure is intact. Municipal utilities and public works personnel are also included.
  • Official Damage Assessment Teams: These may include FEMA, state, and local officials.
  • Other personnel at the discretion of the local department of emergency preparedness or applicable municipal Emergency Operations Center (EOC).

Verification Requirements:

  • Visual inspection of the person's vehicle placard.
  • Visual inspection of at least two IDs, one of which must have a photo.
  • Visual inspection of the person's Letter of Access.
  • OPTIONAL: Visual inspection of the person's record in the issuing registration system.

Admitted Personnel:

  • Relief Workers: These groups will be needed to provide food and other supplies for people in impacted areas who did not evacuate.
  • Healthcare Agencies: These include hospitals, nursing homes, assisted living facilities, and dialysis centers. Additionally, includes Volunteer Health Professionals (VHPs) with valid, approved identification documentation.
  • Insurance Agents
  • Banking Organizations
  • Business operators considered critical to the recovery effort. Government officials/administrators will make the decision to permit key business operators to return to impacted areas based on an overall evaluation of the situation. Key business operators will be allowed to reenter their communities when the governing jurisdictions agree that the following factors are resolved:
    • a. Access: Major routes are intact and passible.
    • b. Public Health: There is not threat to public safety.
    • c. Rescue: All search and rescue operations have been completed.
  • Other personnel at the discretion of the governing jurisdictions and EOC.

  • OPTIONAL: Visual inspection of the person's record in the issuing registration system.

Admitted Personnel:

  • Business operators not allowed in under Tier 2.
  • Residents will be allowed to return as areas are deemed safe

  • Visual inspection of the person's Letter of Access.
  • OPTIONAL: Visual inspection of the person's record in the issuing registration system.
